
New ILP Regulations Announced
Dimapur, September 5: The administration of Dimapur district has updated its guidelines regarding the issuance and management of inner line permits (ILPs). These new regulations will also extend to the districts of Chumoukedima and Niuland.
According to a notification from Deputy Commissioner Tinojongshi Chang, the revised framework classifies ILPs into various categories, which include the floating population, transport workers, laborers, employees in the private sector, educators, religious figures, students, non-teaching staff, domestic workers, traders, business associates, dependents of ILP holders, and both domestic and international tourists.
For the floating population, which encompasses shoppers, patients, and individuals accompanying students, permits will be issued free of charge for a duration of 30 days at designated counters.
Daily wage laborers and street vendors from nearby towns will incur a fee of Rs 50 for a one-month permit or Rs 100 for a six-month permit, valid for just under a day.
Transport workers, including drivers and helpers, will be required to pay an entry fee of Rs 50 for short distances and Rs 100 for longer journeys.
Agricultural laborers and other workers such as masons, artisans, plumbers, electricians, and construction personnel will receive ILPs valid for 165 days at a cost of Rs 300, with renewals contingent on justification and verification.
Employers acting as sponsors will be limited to supporting 100 laborers, and any additional requests will necessitate special justification.
Private sector employees, including those working in banks, LPG outlets, and manufacturing units, will be granted permits valid for one year at Rs 1,000, with a renewal fee of Rs 500. Teachers will be eligible for ILPs valid for three years at Rs 1,500, renewable at Rs 1,000, while priests and nuns will also receive a three-year permit at the same rate, with a renewal fee of Rs 500.
Students will not be charged any fees, with their permits valid for up to five years or until they complete their studies. Non-teaching staff, domestic helpers, and drivers will need a guarantor from their employer, with fees set at Rs 1,000 annually and renewals at Rs 500.
Domestic tourists will be issued ILPs for 30 days at a cost of Rs 200, while foreign tourists will be charged Rs 500 for the same duration, contingent upon valid PAP and visa documentation.
Traders will be eligible for ILPs valid for 90 days at Rs 300, with renewals at Rs 150, or for one year at Rs 1,000, with renewals at Rs 500, provided they have a local guarantor.
Business partners can apply for three-year ILPs at Rs 5,000, with a renewal fee of Rs 3,000. Dependents of ILP holders in the private sector, including spouses and children under 18, will be charged half the standard rate for their category.
