In fact, during the Global Dialogue Conference organized in Berlin, the capital of Germany, he told that Albania’s first AI Minister Deila is pregnant. After this, everyone was surprised to hear what Rama said. He said that Deila will soon give birth to 83 AI ‘children’. Not only this, he also told that each one of these ‘children’ will represent an MP from the ruling socialist party of one country or the other.

Rama then explained in detail that these ‘children’ or assistants would document all the proceedings of Parliament. Also, they will give information to those MLAs who could not attend any discussion or program. He said that each one… will act as an assistant to those attending parliamentary sessions, keep records of every incident and give suggestions to the members of Parliament. These children will know their mother very well. Rama estimates that the system will be fully operational by the end of 2026.

Who is Deila?
In fact, Albania officially appointed an AI-based minister in September. Its objective was to ensure that the public procurement system of the country was run with complete transparency and to root out corruption. Diela, which launched in January as a virtual assistant on the e-Albania portal, is helping citizens and businesses obtain government documents. The AI ​​minister is depicted as a woman wearing a traditional Albanian dress. Introducing him to the public, Rama described Deila as ‘the first member of the cabinet’ who does not physically exist, but is created virtually through AI.

According to Rama, Dialla will play an important role in removing the decision-making process to tenders from government ministries and handing it over to a corruption-free AI system. She stressed that she is a ‘servant’ of public procurement. PM Rama clarified that Diala has been entrusted with the full responsibility of taking decisions to all public tenders, so that these processes remain 100 percent corruption-free. Every public fund that will be involved in the tender process will be completely transparent and every detail will be publicly available.
