Taliban’s new laws… division of society into four classes, different punishment for everyone and strict restrictions on women

Taliban Strict Social Classification Laws: Taliban Supreme Leader Hibatullah Akhundzada has officially implemented a new and harsher criminal procedure code in Afghanistan on January 4, 2026. Under this new law, the society has been divided into four different categories, in which special concessions have been given to religious leaders and influential people. Under the Taliban’s strict social classification law, the justice system will now be based entirely on a person’s social status and class. This change imposes a number of serious and shocking restrictions on human rights and especially women’s freedom.

According to Article 9 of the new code, if any Islamic scholar or Ulema commits a crime, he will be let off only after being given corrective advice. On the other hand, provision of jail has been made for middle class criminals, whereas for the lower class of the society, flogging along with jail is mandatory. People belonging to the elite i.e. influential section of the society will only be called to the court and given advice, which clearly shows the deep discrimination in the justice system.

The Taliban’s Ministry of Ethics has declared ‘Sada-e-Aurat’ That is, new strict rules have been issued regarding the voice of women, under which they cannot speak loudly in public places. Women are even prohibited from praying outside their homes or reciting the Quran in such a way that their voices reach others. Clear instructions have been given to hospitals not to treat any woman who is not accompanied by her male relative i.e. Mahram.

In many provinces of Afghanistan, strict orders have now been issued to paint the windows of houses black or cover them completely with thick curtains. Its main objective is to ensure that the women present inside the house are not visible at all to any stranger from outside. Apart from this, showing pictures or videos of living beings like humans and animals in media and advertisements has also been completely banned.

This new code of Taliban works to impose many strict controls on the living and lifestyle of not only women but also men. There is now a complete ban on men having western style haircuts and beard trimming, violation of which will result in severe punishment. Any man who ignores these rules may face heavy fines as well as jail time, which is now mandatory.

Women are now completely banned from entering all public parks, gyms, recreation centers and public bathrooms. Along with this, playing music in public vehicles and any kind of social gatherings has now been categorized as a serious punishable offence. These strange decrees of Taliban have completely changed the public and private lives of Afghan citizens, due to which there is deep fear there.

Following the implementation of these new rules, global concerns about the human rights situation in Afghanistan have grown more widespread. This division of society and discriminatory punishment system is against the basic principles of justice, which provides protection only to a particular section. The international community now remains very alert and concerned about the far-reaching consequences of these changes and their negative impacts on the Afghan people.
