Introduction of the New Authority

The Uttarakhand administration has announced the dissolution of the Madrasa Board, paving the way for the establishment of the State Minority Education Authority, which is set to commence operations on July 1, 2026.

Significance of the Decision

The Pushkar Singh Dhami-led government has made a significant change in the educational landscape of Uttarakhand by abolishing the Madrasa Board. This move, which follows the Governor's endorsement, aims to usher in a new phase for minority education in the state.

Leadership of the New Authority

As per the official notification, the Uttarakhand State Minority Education Authority will have 11 key positions filled, including that of the Chairman. Dr. Surjeet Singh Gandhi, a retired professor from BSM PG College in Roorkee, has been appointed to lead this authority. The government asserts that this body will oversee the direction and standards of all minority educational institutions in Uttarakhand.

Rationale Behind Abolishing the Madrasa Board

Dr. Parag Madhukar Dhakate, the Special Secretary for the Uttarakhand Government, explained that the legislative assembly passed a bill to dissolve the Madrasa Board during its last session. This initiative was taken to create a more uniform and effective educational framework.

Functions of the New Authority

The primary role of the Uttarakhand State Minority Education Authority will be to oversee madrasa and other minority educational institutions. It will set educational standards and curriculum structures, with a focus on enhancing the quality of education.

New Accreditation Requirements

Under the new authority, all minority educational institutions will need to gain accreditation from the Uttarakhand Board of School Education. This integration means that madrasas and similar institutions will no longer operate under a separate system, facilitating smoother transitions for students into further education and career paths.

Implementation Timeline

Dr. Parag Madhukar Dhakate confirmed that the Uttarakhand State Minority Education Authority will officially begin its operations on July 1, 2026. The government is committed to ensuring all necessary arrangements are finalized by this date.

Composition of the Authority Board

Formed under the guidance of Chief Minister Pushkar Singh Dhami, the authority's board comprises distinguished academics and officials. Alongside Chairman Dr. Surjeet Singh Gandhi, members include Prof. Rakesh Jain, Dr. Syed Ali, Prof. Pema Tenzin, Dr. Elba Madriles, Prof. Robina Aman, Prof. Gurmeet Singh, Rajendra Bisht, and retired IAS officer Chandrashekhar Bhatt.

Additionally, the Director General of School Education, the Director of State Educational Research, and the Director of Minority Welfare will also serve on the board, collaborating on key educational decisions.

Syllabus Development Focus

The new authority's responsibilities extend beyond institutional oversight; it will also define the syllabus for minority educational institutions. The government emphasizes that the curriculum will be designed to align with contemporary educational standards, ensuring students are well-prepared for further studies and employment opportunities.
