Get the Essentials

Make the preparations first. So, to begin, just make sure you have the Dive HM. You’ll get this from Steven in Mossdeep City after dealing with the Team Magma/Aqua crisis at the Space Center. Also, the thing is that you obviously need Surf as well.

Find Route 126

As the next step, sail out from Mossdeep City and head towards Route 126. The area looks dark and also has deep water surrounded by reefs. This is the crater that we have been looking for.

Jump In

Once you’re in the middle of that dark, deep blue water of the crater, use Dive to submerge. Swim along the underwater floor until you are able to find an entrance carved into the side of the crater wall.

Surface!

Enter the cave, swim through the tunnel, and use Dive once more to surface. And it’s done! You’ll emerge inside the cliff-walled city of Sootopolis. But while you are doing so, just make sure to visit the Pokémon Center so you can use Fly to return whenever you want in the future. This will unlock permanent access. Cool, right?
