Which packaging materials are banned?

Plastic-based materials are no longer allowed in the packaging of pan masala. Packaging based on synthetic polymers such as polypropylene, polyester, polyethylene and PVC will henceforth be banned. Copolymer and laminate-based packaging will also be banned. But aluminum foil and metallized layer packaging has also been banned. This can also affect the conventional plastic pouches used in the market. So, everyone is wondering whether eating leaves from roadside tapri is going to stop.

What materials will be used in the packaging?

As per the new rules, pan masala will now be packed in materials made from paper, paperboard, cellulose and other natural sources. FSSAI has said that these packaging materials should not contain any layers of plastic or synthetic polymers. Additionally, FSSAI has also approved tin and glass containers, allowing companies to pack spices in these containers. FSSAI said the decision was taken to protect the environment and reduce plastic waste.

When will the new rules apply?

FSSAI issued notification of revised rules on August 7, 2026. Earlier, the draft of these changes was released on April 28, 2026. But the final rules were implemented only after considering the suggestions and objections. According to FSSAI, this step is considered important to make food packaging compliant with environmental norms and reduce plastic waste.

What will be the impact on companies?

This may require pan masala companies to change their current packaging systems. Packaging design and supply chain arrangements may need to be adjusted according to the new regulations. Adopting paper, tin or glass based packaging can have a significant impact on production and transport costs. But according to FSSAI, companies will need to test new packaging types and comply with the norms.
